Expanding Connectivity in Union County

In our previous post, we explored the current state of broadband infrastructure in Union County and the importance of high-speed internet for business growth and community development. In this installment, we will delve into the various broadband subsidies and initiatives that are driving efforts to enhance connectivity throughout the county. We’ll also discuss the county’s proactive approach to expanding broadband access and ensuring that every resident and business has the high-speed internet they need.

Broadband Subsidies and Initiatives

Several federal and state-funded programs have been launched to address broadband gaps in Union County. These initiatives are crucial for building the necessary infrastructure to support our community’s growing needs.

Rural Digital Opportunity Fund (RDOF)

Established in 2019, the Rural Digital Opportunity Fund (RDOF) aims to provide subsidies to build out broadband in rural areas. The goal is to connect 668 rural residences in Union County by 2026. This initiative is part of a broader effort to ensure that even the most remote areas have access to reliable high-speed internet.

GREAT Grant Program

Managed by the North Carolina Department of Information Technology (NCDIT), the GREAT Grant program awarded Charter/Spectrum $11.6 million for broadband expansion in 2023. Union County matched this with $1 million in ARPA funds to support the initiative. This funding is being used to construct high-speed internet infrastructure for nearly 2,000 locations. The program exemplifies how public and private partnerships can work together to enhance connectivity in underserved areas.

Completing Access to Broadband (CAB) Program

The CAB program also managed by NCDIT, involves a competitive bidding process to allocate funds for broadband expansion. In June 2024, Windstream was selected to serve 366 locations in Union County, with the project set to complete by October 2026. This program aims to ensure that areas with significant gaps in service receive the attention and resources they need.

Future Funding Initiatives

Looking ahead, future funding initiatives like Stop Gap, starting later in 2024, and BEAD, concluding in 2029 with over $1.3 billion allocated, are expected to further enhance broadband coverage. These programs aim for 100% county-wide broadband access by 2029, reflecting a commitment to ensuring every resident and business has access to high-speed internet.

Union County’s Vision and Efforts

The Union County Board of Commissioners has demonstrated a strong commitment to improving broadband access through local funding initiatives, as well as the formation of a dedicated Broadband Committee. This committee, composed of various community representatives, provides guidance on future broadband expansion and helps create and execute a comprehensive broadband plan. The committee’s proactive approach includes assessing current infrastructure, identifying gaps, and collaborating with state and federal programs to secure necessary funding. Their work is pivotal in driving the county towards its goal of 100% broadband coverage by 2029, ensuring that all residents and businesses benefit from robust and reliable internet access.

Community involvement is critical for the success of these broadband initiatives. Residents and businesses can contribute by completing the NC State Broadband Survey, which helps map broadband availability and identify gaps. Your input helps identify where the greatest needs are and informs future planning and funding decisions.
